TSA's New Security Rules 2025: 11 Items Exempted from 3-1-1 Rule

Traveling through U.S. airports has traditionally involved adhering to the well-known 3-1-1 liquids guideline. As per the guidelines, all carry-on liquids, gels, and aerosols must be in containers of 3.4 oz (100ml) or less, packed in one clear quart-size bag.

For many international travelers, this regulation has been a cause of bewilderment at security checkpoints. However, TSA’s new security rules bring a sigh of relief for travelers, exempting 11 items from the 3-1-1 rule.

TSA Liquid Restrictions Relaxed - Here’s What You Can Bring Without Worrying

Technology Behind This Change

The Transportation Security Administration (TSA) is introducing advanced CT scanners at major US airports. These innovative devices enable security officers to obtain detailed 3D images of the baggage content, resulting in a simplified screening process while enhancing security measures.

The 3-1-1 guideline was initially created to prevent the smuggling of liquid explosives onto airplanes. However, these advanced CT scanners have enhanced and simplified threat detection. Thus, TSA has exempted 11 items from the standard 3-1-1 liquid carry-on restriction. These changes aim to provide a smoother travel experience without compromising safety standards.

TSA Liquid Rule Exemptions List 2025

Here are the 11 types of liquids and gels that are now allowed through airport security without being confined to small bottles:

1. Prescription Medications: You can bring any liquid, gel, or aerosol medications, but ensure that they are in their original packaging.

2. Over-the-Counter Medicines: Full-sized bottles of common medicines, liquid pain relievers, and allergy remedies are permissible. These items are not subject to the usual travel restrictions for liquids.

3. Ice Packs & Gel Packs (Medical Use): If you have medications or other items that are to be kept at a cool temperature, then you can carry ice or gel packs in carry-on luggage

4. Breast Milk or Formula: Baby formula and breast milk can be carried in amounts more than the standard 3.4 ounces. These liquids are allowed beyond the standard limit for travelers' convenience.

5. Baby Food: Baby food in a liquid state is generally permitted and is not restricted to the standard limit when traveling with a young child or toddler.

6. Liquid-Filled Teethers: Travelers traveling with teething babies can bring liquid-filled teethers on board, irrespective of their size. They are not subject to the standard 3-1-1 restriction.

7. Live Fish Transport: You can transport live fish in water-filled containers. They are exempt from the TSA’s liquid carry-on restrictions.

8. Biological Samples: Biological samples and scientific materials are exempted from the 3-1-1 liquid carry-on rule. However, bringing them in appropriate containers is mandatory.

9. Wet Batteries: Batteries containing liquid electrolytes, which are for devices like wheelchairs and medical equipment, are permissible without any restrictions.

10. Duty-Free Purchases: Alcohol or perfume bought within 48 hours at a duty-free shop is exempt from liquid carry-on restrictions. However, carry them in their original sealed packaging along with the receipt.

11. Fresh Eggs: Eggs in their original packaging are generally allowed in carry-on baggage, as they are not potential security threat items.

Important Considerations

If you are flying to or from the U.S. in 2025, these helpful tips will ensure a smoother travel experience, especially for those with children, medical needs, or special dietary requirements:

1. Check Your Departure and Arrival Airports: Not all U.S. airports have the latest TSA CT scan machines. The new rules apply mainly to big hubs like Atlanta (ATL), New York’s JFK, and Los Angeles (LAX). More airports are expected to follow suit as the year progresses.

2. International Connecting Flights: This exemption does not apply if you are transiting through countries other than the USA. You need to adhere to the 3-1-1 restriction if you are transiting through other international airports.

3. Consult with Your Airline: Check the airline’s specific policies, as they might have extra rules for carry-on items that go beyond the general exemptions.

4. Prohibited Items Are Still Off-Limits: These exemptions only cover the specified liquid items. Anything flammable, sharp, or otherwise banned will still not be allowed in your carry-on luggage.

List of Prohibited Items by TSA: What Not to Pack

  • Explosives

  • Flammable Items

  • Sharp Objects

  • Guns and Firearms

  • Tools (hammers, screwdrivers, drills, etc.)

  • E-cigarettes and vaping devices

Note: This is not an all-inclusive list, as TSA rules are subject to change. Visit the TSA's official website for the latest and most accurate information.

Key Takeaway

The TSA’s latest guidelines indicate a notable move towards enhancing the convenience and traveler-friendliness of airport security measures. With the increasing implementation of CT scanning technology across various airports, there is a strong possibility that the current 3-1-1 rule could be eased further.

As of now, these 11 exceptions bring a sigh of relief to international passengers, simplifying the packing process and making the security check experience more pleasant than ever.
