These are the set of rules that dictate how much and what liquid items you are allowed to carry in your carry-on luggage. Here are the rules you must follow while packing liquids:

  1. The 3-1-1 Rule 

Before we dive into the upcoming changes, let’s understand TSA’s 3-1-1 rule. This restriction was introduced after the unfortunate 9/11  incident and has since become one of the mandatory rules that travelers must follow. Here’s what this rule says:


  • 3: All the containers carrying liquid, gels, or aerosols should be 3.4 ounces (100 ml) or less.


  • 1: The containers must fit into a clear 1, quart-sized resealable bag.


  • 1: 1 bag is allowed per traveler.


Anything exceeding the prescribed limit (3.4 ounces/100 ml) must be put into the checked luggage, or you will be asked to discard it at the security checkpoint.  


  1. Items Like Baby Formula, Medications, & Other Liquids

You can take certain items like medication, baby formula, and other liquid items in larger quantities than the usual limit. Declare these items at the security checkpoint for additional screening. Here are the rules for carrying these items:


  • Medications: Prescribed medicines and travel-related over-the-counter medicines can be carried in quantities more than the usual limit. Make sure you have them in their original packaging with the prescription slip. 


  • Breast Milk/Baby Formula: Parents traveling with infants can carry baby formula or breast milk in larger quantities. Just declare them at the security checkpoint for additional screening.  


  • Other Liquid Items: Other items like lotions, oils, or ointments can be carried in larger than usual quantities if they have a medical significance.

  1. Frozen Liquids

The handling of frozen liquid items (ice packs, frozen beverages, etc.) is slightly different. Ensure that these items are frozen at the time of screening. Or else, they will be considered regular liquids and will have to stick to the 3.4-ounce limit. 


What Changes Travelers Can Expect in TSA’s Liquid Restriction Guidelines?


Traveling with liquids in carry-on luggage is a matter of stress for travelers when flying. The strict guidelines and packing requirements make it a complicated endeavor.   • Carrying products like lens solution, eye drops, deodorants, and non-inflammable aerosol solutions will become easier and will not be restricted to the 3-1-1 rule. 


  • Items like hand sanitizers, dental liquids, ice packs, and other items might be exempted from the 3-1-1 rule.
